Why a Halloween “Stroll” for families?
·         Mobilize merchants to get more involved and spur economic activity
·         Associate Richmond with a positive family activity.
·         Start to change perceptions of 23rd Street; reduce and prevent untoward elements,
          encouraging more foot traffic
·         A pedestrian friendly Halloween family event for Richmond & West Contra Costa County.
Parents travel to Albany’s Solano or Berkeley’s 4th Street.
It’s time to take back our neighborhoods with a positive event that involves
our diverse community!
